The architectural and construction control includes the measures conducting in order to check the compliance with the following documents as:
1. City-planning documentation.
2. Local regulations and building standards.
3. Technical conditions.
4. Architectural requirements.

Such control measures ensure a high level of construction reliability, improve quality characteristics in the construction sphere and protect customer rights. The architectural and construction control is considered as completed by issuing permissions to builders for implementing the following work types: construction works, capital repair, extension, reconstruction and restoration of buildings (to be designed for production and non-production use). This control is extended to such objects as 1) commercial and retail pavilions; 2) warehouses; 3) buildings for short time use.

The above mentioned control is provided by the authorities exercising state control in architectural, city-planning and construction spheres or by local architectural and city-planning bodies. Control may be planned or unplanned.

The frequency of planned controlling is limited inside a quarter.

For exercising unplanned control reasons are required. They may be as follows:
1.    A legal entity or an individual apply to the inspectorate for disclosing law breaches in the city- planning sphere.
2.    An unauthorized project building is detected.
3.    A requirement for controlling is set by law enforcement authorities.
4.    Documents submitted to the inspectorate for receiving a building license contain not exact or misleading information.

For exercising architectural and construction control the representatives of the state inspectorates have to be authorized. They have the right for free movement visiting building projects under their control including the enterprises manufacturing constructional materials. If it is necessary, construction participants have to provide a controller with all documents required. Some building elements may be opened, laboratory researches, measurements and survey may be conducted, if required by controllers.

After architectural and construction controlling and disclosing law breaches related to state standards or appropriate regulations the controller may use punitive sanctions prescribed by law. Additionally after controlling mandatory instructions may be issued in order to correct mistakes in documents.

Construction may be stopped in case of detecting the following:
1)    Inconsistency with city-planning rules and requirements causing building stop;
2)    Inconsistency with building technologies causing project quality decrease;
3)    Non-fulfillment of the prescriptions issued by the controller;
4)    Presence of defects caused earlier crash situations.

By systematic breaking the law by a construction company its license may be revoked.
